Updating your Italian residence permit: new passport and change of address

How to update your Italian residence permit after a new passport or a change of address: who reports what, to whom, and by when.

Table of contents

In short. When your address, passport or personal details change, the authorities need the new data. If you are on the Comune’s population register, you declare a new address there within 20 days and the Comune tells the Questura. If not, you tell the questore (the provincial police chief) within 15 days. A new passport is normally reported with the update request, Modulo 1, handed in at a post office.

Reviewed 4 November 2026. These are general rules, not personalised advice: your situation may call for different steps. We checked the official sources below on 4 November 2026; some Portale Immigrazione pages date from 22 July 2024.

What does updating a residence permit mean?

Updating is not renewing the permit or asking for a duplicate. It means telling the Questura (the police headquarters whose immigration office handles permits) that some of your details have changed. The Ministry of the Interior’s Portale Immigrazione has a dedicated request, with code 04 for the residence permit and code 03 for the residence card. Its page for non-EU citizens lists a change of domicile, a change of marital status, adding children and a change of passport.

The request is for a permit that is still valid: the Portale says updates and conversions are requested for permits “in corso di validità” (in force). If yours has expired, read our guide to the expired residence permit; a new expiry date needs a renewal. See also the types of Italian residence permit.

Residence and domicile: what is the difference?

Residence is where you habitually live, checked by the Comune and entered on the population register (anagrafe). Domicile, under the Civil Code, is where you have the main seat of your business and interests (Ministry of Justice glossary); the two often coincide. Modulo 1 asks for your “domicilio”, and the immigration code speaks of “habitual domicile”.

What must you report, and to whom?

The table summarises what we verified in official sources.

Address, if you are on the population register
art. 6(7) Legislative Decree 286/1998; art. 13 Presidential Decree 223/1989

art. 6(8) Legislative Decree 286/1998
You, to the questore for your area 15 days
The home where you live
art. 7 Legislative Decree 286/1998

Portale Immigrazione
You, to the Questura, with the update request No deadline stated

“No deadline stated” means we found none in the law or the official pages we read. The immigration code (Testo unico) gives two routes: the population register (art. 6(7)) and, outside those cases, direct notice to the questore (art. 6(8)).

How do you report a change of residence or address?

If you are on the population register

The Prefettura of Rome explains that to move to another Comune you apply to the new one within 20 days of the move, with valid identification and your permit or renewal receipt. For a new address in the same Comune, go to its registry office. See our guide to registering residence in Italy.

The law makes the Comune inform the Questura (art. 6(7) of the Testo unico): changes are sent to it ex officio within 15 days (art. 15(5) of Presidential Decree 394/1999). If your Questura asks for something different, follow its instructions.

If you are not on the register

You must tell the questore for your area, within 15 days, of any change of habitual domicile (art. 6(8)). The Portale says Modulo 1, which works as a self-declaration, is enough, with a copy of your passport. Registration usually requires a permit valid for over three months (Prefettura of Rome).

What your host or landlord must do

Whoever lodges you, hosts you or lets you a property must notify the local public-security authority in writing within 48 hours, or risk an administrative fine of 500 to 3,500 euros (art. 7(1) and (2-bis)). The duty is theirs, not yours, but check that it was done: see our guide to the declaration of hospitality.

How do you report a new passport or a change of personal details?

For a passport, the Portale provides for an update with Modulo 1 and a copy of the new passport. We found no law or official page that sets a deadline; if you are unsure whether to do it at once or at your next renewal, ask the competent Questura. Your name, surname, place and date of birth and citizenship must match between passport and permit (Prefettura of Rome). If they change, you need a statement from your country’s diplomatic or consular office. If you cannot get a passport, see our guide to the travel document for foreigners.

Every request needs a signed Modulo 1 and a copy of the whole passport or equivalent. In addition:

Case Extra documents Good to know
Change of domicile None Modulo 1 works as a self-declaration
New passport Copy of the new passport No deadline stated
Minor child born in Italy None The child is added to the parent’s permit
Minor child who entered on a family visa Copy of the passport used to enter From age 14 the child needs a permit of their own
Name, surname, birth details, citizenship Statement from the diplomatic or consular office It must say the new details refer to the same person
Marital status The Portale lists no documents Ask the Questura

How do you submit an update request?

  1. Collect the yellow-banded kit, available at every post office, or ask a Patronato (an assistance body) or an authorised Comune to fill in the request free of charge. Either way, the request is handed in at a post office counter in the Sportello Amico network.
  2. Fill in Modulo 1 in block capitals with a black pen and sign it: an unsigned request is not accepted.
  3. Attach a copy of the whole passport, a copy of the permit being updated and the documents for your case.
  4. Pay what is due. The Portale’s cost table (last updated 22 July 2024) shows one postal payment slip of €30.46 for an update, with no contribution, plus a further €30.46 slip for each child under 14 added to the parent’s request. It also lists a €16 revenue stamp and a €30 post office charge in general, without saying when they apply: check current amounts before paying.
  5. Hand in the open envelope in person, with your passport; only the person concerned may submit it. For people who cannot go to the post office, the Portale says that their support administrator (amministratore di sostegno), legal guardian or court-appointed representative must go to the competent Questura.
  6. Keep the receipt: its Codice Assicurata and Codice Ologramma let you follow the file in the reserved area of the Portale.

The Portale says that when no appointment is immediately available the Questura summons applicants by registered letter, so keep your address up to date. We found no way to submit an update online; the reserved area only tracks the file.

What happens if you do not update?

Art. 6 of the Testo unico attaches no penalty to the duty to notify the questore (art. 6(8)), and we found none for failing to report a new passport. The registry rules matter, though. For Italian citizens, not declaring a change of home within the 20 days set by art. 13 of Presidential Decree 223/1989 can lead to an administrative fine of 100 to 500 euros, reduced if the late declaration comes within 90 days and before any inspection (DAIT circular 35/2024). The circular does not mention foreigners. For registry changes of foreigners who are lawfully resident, the Testo unico refers to the same conditions as for Italian citizens (art. 6(7)), but we found no official source saying how this fine applies to them. For your own case, ask the Comune.

After every renewal of your permit you must confirm your habitual abode to the Comune within 60 days. If a year passes after the permit expires without renewal, the Comune invites you to act within 30 days and may remove you from the register (art. 15 of Presidential Decree 394/1999).

What does this guide not cover?

For the residence card, the Portale also provides for a photo update every five years, with Modulo 1 alone, and for the EU long-term residence permit it describes an identity document valid for five years at most. For the EU permit, the Testo unico in force (art. 9(2)) instead sets validity at ten years (five for under-18s), renewed automatically on expiry on application with new photographs. The Portale pages date from 22 July 2024. If in doubt, ask your Questura and read our guides to the EU long-term residence permit and the permanent residence card.

Frequently asked questions

Do I have to tell the Questura about a change of residence?

If you are on the population register, you declare the change to the Comune, which informs the Questura. If you are not registered, you must tell the questore about a change of habitual domicile within 15 days (art. 6(7)–(8), Legislative Decree 286/1998).

How soon must I report a new passport?

We found no deadline in the law or on the official pages. The Portale describes the update with Modulo 1 and a copy of the new passport. To know whether to submit it at once or at your next renewal, ask the competent Questura.

Can I update an expired permit?

The Portale says updates and conversions are requested for permits still in force. For an expired permit a different route applies: read our guide to the expired permit and late renewal, or ask the competent Questura what it requires.

How much does an update cost?

The Portale’s cost table, last updated on 22 July 2024, shows one payment slip of €30.46 (one more for each child under 14 added to the request) and no contribution. It also lists a €16 revenue stamp and a €30 postal charge without saying when they apply, so check before paying.
