How to hire a foreign worker
Labour shortages make it hard to hire staff directly in Italy and, to boost the economy, the Government provides several tools for hiring workers from abroad.
If you are a business owner and need unskilled foreign workers, you must apply through the Decreto Flussi (annual immigration quota decree), which opens once a year.
If your company needs highly qualified staff and cannot find them in Italy, it can apply for highly qualified workers at any time of the year, thanks to the EU Blue Card visa (art. 27 quater D.Lgs. 286/98).
Entry of highly qualified workers with the EU Blue Card
Highly qualified foreign workers must prove they have the professional requirements to apply for the visa and then for the Carta Blu UE (EU Blue Card) permesso di soggiorno (residence permit).
The EU Blue Card application is submitted to the Prefettura with territorial jurisdiction, through the official portal of the Ministry of the Interior.
After careful assessment, the Prefettura issues the nulla osta (work authorisation) for employment under the EU Blue Card, which allows the highly qualified foreign worker to apply for the Blue Card visa at the Italian embassy or consulate in their home country.
Once in Italy, the worker does not need to file a declaration of presence with the Questura if they enter through a border crossing and their passport is stamped on entry, but they must go to the Questura promptly to apply for the EU Blue Card residence permit.

Family reunification for EU Blue Card holders
Foreign nationals holding an EU Blue Card residence permit are entitled, right from the start, to apply for family reunification, under the same rules that apply to other categories of foreign workers with a valid residence permit.
The application is submitted to the competent Prefettura through the official portal of the Ministry of the Interior, the same one the employer uses to apply for the EU Blue Card nulla osta.
EU Blue Card without a degree
Although it had been planned for years, joint circular no. 2829 of 28 March 2024 issued by the Ministry of Labour and Social Policies and the Ministry of the Interior set out the procedures for entry with an EU Blue Card.
Among the various updates, it clarified how an EU Blue Card visa can be obtained without a university degree or diploma, by demonstrating at least 5 years of previous experience in the sector.
EU Blue Card refusal
The Prefettura assesses each application and may refuse the EU Blue Card.
The reason for refusal may lie in an incorrectly completed application or in missing requirements or documents.

How to hire foreign staff
Foreign staff are usually hired through the annual Decreto Flussi.
For companies looking for qualified staff, however, there is an alternative route: the Italian Blue Card.
After checking the requirements and gathering the documents, the application is sent to the Prefettura which, together with the Labour Inspectorate, decides whether to grant the nulla osta.

How to apply for the EU Blue Card

How long does the Italian Blue Card take
It usually takes 3 to 6 months from the application to the foreign worker’s arrival.
Bear in mind that timeframes can vary considerably depending on the Prefettura and embassy involved.

The workers you can hire with an EU Blue Card are those in ISTAT occupational categories 1, 2 and 3.
