Not every Italian residence permit lets you work, and not every permit can be turned into a work permit. The permits convertible to work are those the law lists expressly, such as study, seasonal work, family and some special permits. Others, like tourist stays, can never be converted.

This guide gives you a simple map. It shows which permits already allow work, which can be converted and which are excluded, including the changes made by Decree-Law 145/2024.

Which Italian residence permits allow you to work?

Many permits already give access to work, with no conversion needed. Article 6 of the Consolidated Immigration Act says that work and family permits also cover other permitted activities.

  • Employment and self-employment: both allow salaried and freelance work.
  • Family reasons: you can start working straight away, as an employee or self-employed.
  • EU long-term resident permit: no restrictions on work.
  • Residence card for family members of EU citizens: full access to work.
  • Job-seeking permit (attesa occupazione): lets you look for and start a new job.
  • International protection and special protection: both allow work.
  • Asylum application: you can work 60 days after applying.

Can you work on a study permit?

Yes, within limits. A study or training permit allows salaried work for up to 20 hours a week.

Hours can be spread across the year, but the total cannot exceed 1,040 hours a year. To work full-time, you need to convert to a work permit.

Which permits do not allow work?

Tourist, business and other short-stay visas do not allow any work in Italy. The elective residence permit also excludes work, because it is based on your own stable income.

Which permits can be converted to a work permit?

Conversion changes one permit into another without leaving Italy. These are the main cases set out in the law.

  • Study or training: converts outside the Decreto Flussi quotas, but always before the permit expires.
  • Seasonal work: converts after at least three months of regular work, with a fixed-term or permanent job offer.
  • EU long-term resident permit from another EU country: lets you move to Italy to work.
  • Family reasons: converts to work, for example after a separation or when a child turns 18.
  • Minor’s permit: at 18 it converts to study, work or job-seeking.
  • Job-seeking permit: converts once you find a new job.

Article 6(1-bis) adds further convertible permits. These cover elective residence, citizenship or statelessness applications, sport, artistic work, religious reasons and assistance to minors.

Do graduates from Italian universities have other options?

Yes. If you earned a degree, PhD or master’s in Italy, you can apply for a special permit. It lets you look for work or start a business for up to 12 months.

This permit lets you work in the meantime. Once you find a suitable job, you convert it into an employment or self-employment permit.

It is a useful option if you have no contract when your study permit ends. You must apply, however, before the study permit expires.

What changed with Decree-Law 145/2024?

Decree-Law 145/2024, confirmed by Law 187/2024, widened conversions outside the quotas. These applications can now be made at any time of year.

  • Seasonal work: conversion to salaried work no longer depends on quotas, if you have worked regularly for at least three months.
  • EU long-term residents from another member state: moving to Italy for work happens outside the quotas.
  • Victims of labour exploitation: the Article 18-ter permit converts to work or study, outside the quotas.

The decree also changed the rules for seasonal workers. If you find a new seasonal job within 60 days of your contract ending, your work authorisation can be extended.

Which permits cannot be converted?

Some permits are excluded by law or became excluded after recent reforms. These are the key cases.

  • Tourism and business: they cannot be converted and do not allow you to stay beyond expiry.
  • Asylum application: it allows work, but it cannot be converted to a work permit.
  • Special protection: since Decree-Law 20/2023 it is no longer convertible, apart from transitional rules for older permits.
  • Medical treatment and natural disaster permits: these conversions were also abolished in 2023.

How does the conversion process work?

The process depends on the permit you start from. In general there are two routes.

  • Study or seasonal to salaried work: an online application goes to the immigration desk (Sportello Unico per l’Immigrazione). Once approved, you sign the residence contract and send the postal kit.
  • Other permits: you apply directly with the postal kit, attaching your contract and work documents.

Fees and contributions depend on the permit, procedure and competent office. Verify the current amount and payment method through official channels before paying.

Which mistakes block a conversion?

  • Applying to convert a study permit after it has expired.
  • Converting a seasonal permit without three months of documented regular work.
  • Working more than 20 hours a week while still a student.
  • Submitting a contract with an employer who does not meet income or compliance rules.
  • Trying to convert an excluded permit, such as a tourist one.
