Renewing an Italian Residence Permit for Seafarers

Seafarer renewal guide.

Table of contents

Renewing an Italian residence permit for a seafarer requires a careful check of the permit already held, of the employment relationship and of the available documentation. The procedure and the permit type to indicate are not necessarily the same for every maritime worker.

In some cases the rules on special cases set out in Article 27 of the Italian Consolidated Immigration Act may be relevant. Before filling in the application, it is therefore important to confirm that the selected type genuinely matches the applicant’s situation.

This guide gives an overview of documents, procedure, costs, timing and the most common mistakes. The information must always be compared with the current official instructions and with the worker’s actual circumstances.

Renewal or conversion of the residence permit?

A renewal applies when the reason for stay remains substantially the same and the worker asks to continue staying and working lawfully in Italy.

A conversion, on the other hand, changes the reason for stay, for example moving from a study permit to a work permit. It is not the same procedure as a renewal and may involve different requirements and documents.

Which permit type applies to maritime work?

The Immigration Portal links some situations of subordinate maritime work to type 17 – Work, special cases, Article 27 of the Consolidated Immigration Act. This indication should not be applied automatically to every seafarer.

The correct type depends on the permit already held, on the duties performed, on the employment relationship and on the available documentation. Choosing the wrong type can make the application inconsistent or lead to requests for additional documents.

If you are unsure which type to indicate, it is better to check your position before preparing the postal kit.

Which documents are needed?

Documentation may vary depending on the personal and working situation. In general, it is useful to prepare:

  • a copy of the expiring residence permit;
  • a valid passport or travel document;
  • tax code and identification details of the applicant;
  • employer details, including tax code or VAT number;
  • the employment contract and documentation on the embarkation or the activity performed;
  • payslips and documentation on remuneration;
  • any documentation regarding accommodation;
  • any other document required for the specific permit type.

Using a generic checklist is not advisable: documents should first be checked to make sure they are consistent with each other, up to date and legible.

How is the renewal application submitted?

The procedure must follow the current instructions of the Immigration Portal and of the competent offices. Where required, the application is prepared through the postal kit and submitted at an authorised office.

  1. Check the expiry date and the type of the permit currently held.
  2. Review the employment situation and collect the necessary documents.
  3. Complete the kit and Forms 1 and 2 with full details consistent with the documentation.
  4. Submit the application at an authorised post office, where this is part of the applicable procedure.
  5. Keep the receipt and follow the instructions for the appointment at the Questura.

It is important to start well before the expiry date, because collecting documents and any checks can take time.

What are Form 1 and Form 2?

Form 1 mainly covers personal details and information about the stay. Form 2 covers the working situation and may require details of the employer, of the contractual relationship and of the remuneration.

For a seafarer it is particularly important that the data entered in Form 2 is consistent with the contract, the payslips and the documentation on the activity performed.

How much does the renewal cost?

Costs depend on the type and duration of the permit. For some renewal applications with a duration between one and two years, the amounts normally taken into account are:

  • state contribution: €80.46;
  • revenue stamp: €16.00;
  • postal service: €30.00;
  • indicative total: €126.46.

These amounts are indicative, may change and exceptions may apply depending on the applicant’s situation. Before filing, current costs must be checked with the competent offices and on the Immigration Portal.

How long does it take, and what if the permit has already expired?

After submitting the application, the applicant must keep the receipt and follow the instructions received for the appointment at the Questura. Processing times vary depending on the competent Questura and on the number of pending applications.

If the permit has already expired and no application has been filed, the situation should be assessed quickly. The procedure to follow may depend on the expiry date, on the employment position and on any receipts or communications already received.

No office can guarantee the outcome of an application: the decision belongs to the Questura and depends on the requirements and the documentation submitted.

Which mistakes should be avoided?

  • choosing a permit type without checking the actual situation;
  • submitting incomplete, illegible or outdated documents;
  • entering data in Form 2 that does not match the contract or the payslips;
  • confusing renewal with conversion;
  • waiting until the expiry date before preparing the documentation;
  • using a generic document checklist without verifying the requirements that apply to the case.

What should be checked on official sources?

  • the instructions and permit types published on the Immigration Portal of the Ministry of the Interior;
  • the current amounts of the state contribution, the revenue stamp and the postal service;
  • the rules on special cases under Article 27 of the Consolidated Immigration Act;
  • the instructions of the competent Questura for the appointment and for any additional documents;
  • the list of authorised post offices.

Procedures, forms and amounts can change: information found online, including in this guide, should always be compared with the latest official instructions.

When is professional assistance useful?

The renewal of a residence permit for seafarers may require particular attention when choosing the permit type and when completing the section on the employment relationship.

A preliminary check can help identify missing documents, inconsistent data or a procedure that does not fit the applicant’s situation. This is often useful for shipping companies and crewing agencies managing several renewals at the same time.

If you would like your position reviewed before filing, you can request a consultation with SH Immigration Specialists.
