Decreto Flussi 2027: pre-filling from 23 October to 7 December 2026, click days from 12 January 2027, quotas, PEC requirement and the new 15-day rules.

The Decreto Flussi 2027 has three key phases: pre-filling of applications from 9:00 on 23 October to 20:00 on 7 December 2026, a reopening from 9 to 13 December 2026 only to complete applications already started, and click days from 12 January to 18 February 2027. Applications can be submitted until 31 December 2027, as long as quota places remain available.

The dates and the new rules are set by interministerial circular no. 7185 of 1 October 2026, which applies the D.P.C.M. of 2 October 2025 on the 2026-2028 migration quotas to the year 2027. Guide updated to 1 October 2026.

What are the Decreto Flussi 2027 dates?

  • Pre-filling: from 9:00 on 23 October to 20:00 on 7 December 2026, on the Portale Servizi ALI.
  • Reopening: from 9:00 on 9 December to 20:00 on 13 December 2026, only for applications already pre-filled.
  • Click day for seasonal agricultural work: 12 January 2027, from 9:00.
  • Click day for seasonal tourism work: 9 February 2027, from 9:00.
  • Click day for non-seasonal work: 16 February 2027, from 9:00.
  • Click day for domestic and care work: 18 February 2027, from 9:00.
  • Final deadline: 31 December 2027, if quota places are still available.

When can the application be pre-filled on the Portale ALI?

Pre-filling is open from 9:00 on 23 October to 20:00 on 7 December 2026. The Portale Servizi ALI of the Italian Ministry of the Interior is available every day, including public holidays, with no time limits.

During this phase the employer fills in and saves the form, but the application is not sent. It can only be sent on the click day for its category.

The circular also notes that the National Labour Inspectorate (Ispettorato Nazionale del Lavoro) may carry out early checks on forms that have already been pre-filled.

What is the 9-13 December 2026 reopening for?

The reopening is for employers who completed the form in the last few days of pre-filling. Some data are added by the system automatically, within six days of starting the application.

  • view the data added by the system;
  • complete or correct the application;
  • save it so that its status changes from “to be completed” to “ready to send”.

No new applications can be created during the reopening. An application that is not in the “ready to send” status cannot be submitted on the click day.

When are the 2027 click days and which form is used?

The click day dates are set by the D.P.C.M. of 2 October 2025. Submission opens at 9:00 on each day.

  • 12 January 2027: seasonal employment in agriculture, form C-Stag agricolo.
  • 9 February 2027: seasonal employment in tourism, form C-Stag turistico.
  • 16 February 2027: non-seasonal employment in the eligible sectors, form B2020.
  • 18 February 2027: non-seasonal domestic and care work, form A-bis in quota.

After the click day, applications can still be submitted until 31 December 2027 while quota places remain.

How many places does the Decreto Flussi 2027 offer?

For 2027 the quota is 165,850 entries for employment, including seasonal work, and for self-employment.

  • 76,200 entries for non-seasonal employment, of which 14,000 for domestic and care work;
  • 89,000 entries for seasonal employment in agriculture and tourism;
  • 650 entries for self-employment.

From 2027 Kenya is also among the eligible countries of origin, after signing a memorandum of understanding on migration and mobility with Italy on 2 July 2026. The quota reservations set by the D.P.C.M. remain in place.

What do you need to access the Portale ALI?

  • Digital identity: SPID or CIE (Italian electronic identity card) of the employer or of the person filling in the application.
  • Active and registered PEC: a certified email address registered on INI-PEC for companies listed in the Business Register, or on INAD for individuals and for entities not required to register.
  • Digital signature: required for the certification of compliance (asseverazione) and for the documents on the worker’s accommodation.

Check that your PEC is registered before 23 October, because the address is required to fill in the application.

Which documents should be prepared before pre-filling?

Circular no. 7185 confirms the requirements and instructions of circular no. 8047 of 16 October 2025. The ATECO codes of the eligible sectors do not change.

  • employer details and the ATECO code of the business;
  • personal and passport details of the worker;
  • the proposed contract: job, duration, working hours, pay and place of work;
  • the preliminary check with the local job centre (Centro per l’impiego), for non-seasonal work;
  • the certification of compliance (asseverazione), where required;
  • documents on the worker’s accommodation, digitally signed.

For accommodation in hotels or other hospitality facilities, or in permanent dormitories on construction sites, the instructions of Ministry of the Interior circular no. 9859 of 15 December 2025 apply, following the changes introduced by Law no. 182 of 2025.

What changes after the application is sent?

The circular refers to the amendments to the Consolidated Immigration Act (Testo Unico Immigrazione) introduced by Decree-Law no. 146 of 2025, converted by Law no. 179 of 2025, and by Legislative Decree no. 83 of 2026.

  • Confirming the work authorisation (nulla osta): the employer has 15 days from the notice that visa checks are complete to confirm the request to the Single Desk for Immigration (Sportello Unico per l’Immigrazione). Without confirmation the request is considered refused and any work authorisation already issued is revoked.
  • Informing the worker: the employer must promptly inform the worker of every communication received about the work authorisation.
  • Residence contract (contratto di soggiorno): it must be signed within 15 days of the worker’s arrival in Italy (previously 8) and sent online to the Single Desk within the same deadline.
  • Who can do it: the confirmation and the contract can be sent by the employer or, on the employer’s behalf, by a labour consultant or an employers’ organisation.

A work authorisation that is not confirmed in time is lost, even if the application was correct.

Frequently asked questions about the Decreto Flussi 2027

Can the application be sent during pre-filling?

No. From 23 October to 7 December 2026 the application can only be filled in and saved. It can be sent only from 9:00 on the click day for its category.

Can new applications be created during the December reopening?

No. From 9 to 13 December 2026 employers can only complete, edit and save applications that have already been pre-filled.

Is a PEC needed for the Decreto Flussi 2027?

Yes. An active PEC (Italian certified email) registered on INI-PEC, for companies in the Business Register, or on INAD, for individuals and other entities, is required.

Until when can applications be submitted?

Until 31 December 2027, starting from the click day for each category and within the limits of the remaining quota.

Is Kenya included in the Decreto Flussi 2027?

Yes. From 2027 Kenya is among the eligible countries of origin, under the memorandum of understanding signed with Italy on 2 July 2026.

Does submitting an application guarantee the work authorisation?

No. Submitting the application guarantees neither a quota place nor the work authorisation. The outcome depends on the available quota, the requirements and the checks carried out by the competent authorities.
