It is pre-filled on the Portale Servizi ALI from 23 October to 7 December 2026 and submitted on the click days from 12 January to 18 February 2027. To submit it, the employer needs SPID or CIE, a certified email address (PEC) registered on INI-PEC or INAD, the income requirements and, for non-seasonal work, the check with the Employment Centre.<\/p>\n<p>Guide updated to 1 October 2026 in line with the Prime Ministerial Decree (D.P.C.M.) of 2 October 2025, interministerial circular no. 8047 of 16 October 2025 and circular no. 7185 of 1 October 2026 for the year 2027.<\/p>\n<h2>What is the Decreto Flussi 2027 application?<\/h2>\n<p>Each year the Decreto Flussi sets how many people can enter Italy for employment, seasonal work and self-employment. For the three years 2026-2028 the planning is set by the D.P.C.M. of 2 October 2025, published in the Official Gazette no. 240 of 15 October 2025.<\/p>\n<p>The application is used to obtain the work clearance (nulla osta). With the nulla osta, the worker applies for an entry visa at the Italian consulate in their country.<\/p>\n<h2>Who can submit the application and how many applications can be sent?<\/h2>\n<ul>\n<li>the employer, whether a company or an individual;<\/li>\n<li>the employers&#8217; organisations provided for by Article 24-bis of the Consolidated Immigration Act;<\/li>\n<li>the professionals authorised under Law no. 12 of 1979, such as labour consultants;<\/li>\n<li>registered temporary work agencies, for all sectors.<\/li>\n<\/ul>\n<p><strong>Limit of three applications:<\/strong> under Decree-Law no. 146 of 2025, an employer who submits the application on their own, as a private user, can send a maximum of three nulla osta requests for each year from 2026 to 2028. The limit does not apply to applications sent through employers&#8217; organisations, authorised professionals or temporary work agencies.<\/p>\n<p>The application is inadmissible if, in the previous three years, the employer failed without a justified reason to sign a residence contract they had requested. It is also inadmissible if the employer has been committed for trial or has a non-final conviction for the labour exploitation offences set out in Articles 600, 601, 602 and 603-bis of the Criminal Code.<\/p>\n<h2>What are the Decreto Flussi 2027 quotas?<\/h2>\n<p>For 2027 there are 165,850 planned entries:<\/p>\n<ul>\n<li>76,200 for non-seasonal employment, of which 14,000 for family care work;<\/li>\n<li>89,000 for seasonal employment in the agricultural and tourism sectors;<\/li>\n<li>650 for self-employment.<\/li>\n<\/ul>\n<p>The quotas are divided between reserves for individual countries, employers&#8217; organisations and specific categories. The right quota depends on the sector, the worker&#8217;s country and the application form.<\/p>\n<h2>Which sectors and countries are eligible?<\/h2>\n<h3>Non-seasonal work sectors<\/h3>\n<p>Agriculture, forestry and fishing; food, beverage and tobacco industries; textile, clothing and footwear industries; metallurgy and metal products; other industries; construction; wholesale and retail trade; accommodation and food services; tourism services; transport, logistics and warehousing; operational support services for businesses and individuals; healthcare, social care and private health services; other services.<\/p>\n<p>The ATECO code of the business must be among those listed in Annex 2 of circular no. 8047. For 2027 the list of ATECO codes does not change.<\/p>\n<h3>Seasonal work<\/h3>\n<p>Seasonal work covers the agricultural and tourism sectors. Part of the quotas is reserved for applications submitted by sector employers&#8217; organisations and for seasonal workers who have already entered Italy in the last five years.<\/p>\n<h3>Family care work<\/h3>\n<p>For 2026-2028 the family care quota applies only to domestic work, meaning domestic helpers and caregivers. Other hires in the health and social care sector use the ordinary quotas and form B2020.<\/p>\n<h3>Countries of origin<\/h3>\n<p>The quotas reserved by country cover citizens of Albania, Algeria, Bangladesh, Bosnia and Herzegovina, South Korea, Ivory Coast, Ecuador, Egypt, El Salvador, Ethiopia, the Philippines, Gambia, Georgia, Ghana, Japan, Jordan, Guatemala, India, Kyrgyzstan, Kosovo, Mali, Morocco, Mauritius, Moldova, Montenegro, Niger, Nigeria, Pakistan, Peru, North Macedonia, Senegal, Serbia, Sri Lanka, Sudan, Thailand, Tunisia, Ukraine and Uzbekistan.<\/p>\n<p>From 2027 Kenya is also included, after signing a memorandum of understanding on migration and mobility with Italy on 2 July 2026. Other quotas are reserved for countries with cooperation agreements on migration and for stateless persons and recognised refugees.<\/p>\n<h2>What are the income requirements for the employer?<\/h2>\n<ul>\n<li><strong>Companies and other sectors:<\/strong> taxable income, for an individual or sole proprietorship, or turnover, for entities and companies, of at least 30,000 euros per year.<\/li>\n<li><strong>Agricultural businesses:<\/strong> financial capacity can also be assessed using the turnover in the VAT return net of purchases, the IRAP return and documented EU contributions.<\/li>\n<li><strong>Domestic helpers and caregivers:<\/strong> taxable income of at least 20,000 euros per year if the household consists only of the employer, 27,000 euros if there are other family members living in the household. The income of the spouse and of relatives up to the second degree can also count, even if they do not live in the household.<\/li>\n<li><strong>Pay for domestic work:<\/strong> the pay set by the sector&#8217;s collective agreement, and in any case not lower than the social allowance (assegno sociale).<\/li>\n<\/ul>\n<p>The income requirement does not apply to an employer with conditions or disabilities that limit their self-sufficiency, if they hire a worker for their own care. In this case a certificate from the family doctor or a public health facility is needed in place of the sworn statement (asseverazione).<\/p>\n<h2>What do you need to access the Portale ALI?<\/h2>\n<ul>\n<li><strong>SPID or CIE<\/strong> of the person filling in the application.<\/li>\n<li><strong>An active, registered PEC:<\/strong> on INI-PEC for companies listed in the Business Register, on INAD for individuals and for entities that are not listed. This is required by Article 22, paragraph 2, letter d-ter, of the Consolidated Immigration Act.<\/li>\n<\/ul>\n<p>The PEC serves as the digital domicile for all communications from the Immigration Desk (Sportello Unico per l&#8217;Immigrazione). After the portal&#8217;s automatic checks, the activation code for the application is sent to that address. Some data, such as income and VAT number, appear in the form only a few days after the first access.<\/p>\n<h2>How does the check with the Employment Centre work?<\/h2>\n<p>For non-seasonal work, including family care work, the employer must first ask the Employment Centre (Centro per l&#8217;impiego) whether there are workers available in Italy. The request is made using the Ministry of Labour&#8217;s form and must be attached to the application. It is not required for seasonal work.<\/p>\n<ul>\n<li>if the Employment Centre does not report any available workers within <strong>8 calendar days<\/strong> of the request, Sundays and public holidays included, the check is considered negative and the employer can proceed;<\/li>\n<li>if the worker sent by the Centre does not attend the interview without a justified reason, the employer reports this after 20 working days from the request;<\/li>\n<li>if the worker reported by the Centre is not suitable, the employer reports this and states the reason.<\/li>\n<\/ul>\n<p>These circumstances must be declared in a self-certification attached to the application, together with the request sent to the Employment Centre.<\/p>\n<h2>When is the sworn statement (asseverazione) required?<\/h2>\n<p>The asseverazione certifies that the employment relationship meets the requirements set by law and by the collective agreement. It is issued by the professionals authorised under Law no. 12 of 1979 or by employers&#8217; organisations. It is required for all sectors, including family care work, and must be digitally signed.<\/p>\n<ul>\n<li>it is not needed if the application is sent by an employers&#8217; organisation that has signed the memorandum of understanding with the Ministry of Labour, on behalf of its members;<\/li>\n<li>it is not needed for an employer who is not self-sufficient and hires for their own care.<\/li>\n<\/ul>\n<p>All the details are in the <a href=\"https:\/\/www.shimmigrations.com\/asseverazione-decreto-flussi\/\">guide to the Decreto Flussi asseverazione<\/a> (in Italian).<\/p>\n<h2>Which documents should you prepare for the application?<\/h2>\n<h3>For companies<\/h3>\n<ul>\n<li>up-to-date Chamber of Commerce certificate (visura camerale);<\/li>\n<li>identity document of the employer or legal representative;<\/li>\n<li>the worker&#8217;s passport;<\/li>\n<li>DURC and the data needed to check the social security and tax position;<\/li>\n<li>tax return or financial statements, and for agricultural businesses the VAT return;<\/li>\n<li>proposed contract with job role, duration, working hours, pay and place of work;<\/li>\n<li>documentation on the worker&#8217;s accommodation, digitally signed;<\/li>\n<li>digitally signed asseverazione, where required;<\/li>\n<li>request to the Employment Centre and self-certification on the outcome, for non-seasonal work.<\/li>\n<\/ul>\n<h3>For domestic helpers and caregivers<\/h3>\n<ul>\n<li>the employer&#8217;s identity document;<\/li>\n<li>the worker&#8217;s passport;<\/li>\n<li>tax return of the employer and, if needed, of the family members who contribute to the income;<\/li>\n<li>documentation on the accommodation, digitally signed;<\/li>\n<li>request to the Employment Centre and self-certification on the outcome;<\/li>\n<li>digitally signed asseverazione, or a medical certificate if the employer is not self-sufficient.<\/li>\n<\/ul>\n<p>Each file uploaded to the portal can be no larger than 2 MB. For accommodation in hotels or other lodging facilities, or in permanent dormitories on construction sites, the instructions in Ministry of the Interior circular no. 9859 of 15 December 2025 apply, following the amendments made by Law no. 182 of 2025.<\/p>\n<h2>How do you submit the application step by step?<\/h2>\n<ol>\n<li>Check the sector, ATECO code, the worker&#8217;s country and the applicable quota.<\/li>\n<li>Check SPID or CIE and the registration of the PEC on INI-PEC or INAD.<\/li>\n<li>For non-seasonal work, send the request to the Employment Centre and wait 8 days.<\/li>\n<li>Obtain the asseverazione, where required, and the accommodation documentation, both digitally signed.<\/li>\n<li>Pre-fill the application on the Portale ALI from 9:00 am on 23 October to 8:00 pm on 7 December 2026.<\/li>\n<li>If necessary, complete the application during the reopening from 9 to 13 December 2026, until it shows the status \u201cda inviare\u201d (ready to send).<\/li>\n<li>Submit the application from 9:00 am on the click day for your category.<\/li>\n<\/ol>\n<h3>2027 click days and forms<\/h3>\n<ul>\n<li><strong>12 January 2027:<\/strong> seasonal agricultural work, form C-Stag agricolo.<\/li>\n<li><strong>9 February 2027:<\/strong> seasonal tourism work, form C-Stag turistico.<\/li>\n<li><strong>16 February 2027:<\/strong> non-seasonal work, form B2020.<\/li>\n<li><strong>18 February 2027:<\/strong> family care work, form A-bis (in quota).<\/li>\n<\/ul>\n<p>Applications can be submitted until 31 December 2027, if quotas are still available. Choosing the wrong form is one of the most serious mistakes, because the application cannot be corrected after it has been sent. All the dates are in the guide to the <a href=\"https:\/\/www.shimmigrations.com\/en\/decreto-flussi-2027-dates-click-day\/\">Decreto Flussi 2027 dates<\/a>.<\/p>\n<h2>What happens after the click day?<\/h2>\n<h3>Allocation of quotas<\/h3>\n<p>The Ministry of Labour distributes the quotas by province within ten days of each click day. Applications enter the quota in the chronological order in which they were sent. If the application is left out, the portal shows the notice \u201cLa pratica risulta al momento non in quota\u201d (the application is currently outside the quota).<\/p>\n<h3>Issue of the nulla osta<\/h3>\n<p>The Immigration Desk issues the nulla osta within 60 days of the quota allocation for non-seasonal work, and within 20 days for seasonal work. If no obstacles emerge, the nulla osta is issued automatically when the deadline expires.<\/p>\n<p>For workers from Bangladesh, Pakistan, Sri Lanka and Morocco the automatic issue does not apply: a favourable opinion from the Questura and a preliminary check by the National Labour Inspectorate are always required.<\/p>\n<h3>Confirmation, visa and residence contract<\/h3>\n<ul>\n<li><strong>Confirmation within 15 days:<\/strong> once the visa checks are complete, the employer receives a communication by PEC and must confirm the request on the Portale ALI within 15 days. Without confirmation the request is treated as refused and the nulla osta is revoked.<\/li>\n<li><strong>Informing the worker:<\/strong> the employer must immediately inform the worker of every communication received about the nulla osta.<\/li>\n<li><strong>Visa:<\/strong> after confirmation, the consulate issues the entry visa for work.<\/li>\n<li><strong>Residence contract within 15 days:<\/strong> after entry into Italy, the employer and the worker sign the residence contract and send it online to the Immigration Desk within 15 days, no longer 8.<\/li>\n<\/ul>\n<p>Confirmation and contract can also be handled by a labour consultant or an employers&#8217; organisation mandated by the employer. A worker who has entered with a nulla osta and a visa can start working immediately, before the residence contract is signed. The limit does not apply to applications sent through employers&#8217; organisations, labour consultants or temporary work agencies.<\/p>\n<h3>What does \u201cLa pratica risulta al momento non in quota\u201d mean?<\/h3>\n<p>It means that the application was sent after those that used up the quotas available for that province and that form. Quotas are allocated in the order of submission, so the time of sending matters.<\/p>\n<h3>How long does it take to obtain the nulla osta?<\/h3>\n<p>Up to 60 days from the quota allocation for non-seasonal work and up to 20 days for seasonal work. Confirmation, visa and entry follow, with timing that also depends on the consulate.<\/p>\n<h3>Can agricultural businesses hire non-seasonal workers?<\/h3>\n<p>Yes. Agriculture, forestry and fishing are among the sectors eligible for non-seasonal work with form B2020, in addition to seasonal agricultural work with form C-Stag.<\/p>\n<h3>Do you need a PEC for the Decreto Flussi application?<\/h3>\n<p>Yes.
