The application route, documents and issue process depend on the person’s circumstances; follow the current Agenzia delle Entrate guidance for a first request.

The Italian tax code for foreigners, the codice fiscale, is a 16-character code that identifies you in every dealing with the Italian state. The Revenue Agency (Agenzia delle Entrate) issues it free of charge, even to people who do not live in Italy. You need it to work, rent a flat, open a bank account and join the national health service.

Many foreign nationals receive it automatically during their visa or permit procedure. Others must request it themselves, either in Italy or from abroad. This guide explains every channel, the documents you need and the mistakes that cause the most trouble.

What is the codice fiscale and why does a foreigner need it?

The code is built from your surname, first name, sex, date and place of birth. If you were born abroad, a code for your country of birth replaces the Italian municipality. It is governed by Presidential Decree 605/1973 and stays the same for life.

In daily life you will be asked for it almost everywhere. The most common situations are:

signing an employment contract or opening a VAT number;

registering a lease or buying property;

opening a bank account or setting up utilities;

registering with the national health service and choosing a GP;

using the online services of INPS, the Revenue Agency and your town hall.

One misunderstanding is very common. The tax code is not an identity document and gives you no right to stay in Italy. It never replaces a visa or a residence permit.

Who can apply for a tax code as a foreign national?

Anyone with a real reason to deal with Italian public bodies or private companies can apply. You do not need to be resident, and you do not need a residence permit. Students before departure, investors, heirs and property buyers all request one.

Some groups have dedicated channels, though. The Revenue Agency’s short guide distinguishes non-EU nationals, EU citizens, asylum seekers, unaccompanied minors and people displaced from Ukraine. Knowing which group you belong to saves you pointless queues.

How do you get a tax code if you are already in Italy?

The usual route is your local Revenue Agency office. You hand in the completed AA4/8 form and a valid ID. In most cases you receive the certificate with your code on the spot.

Many offices also accept requests by email or certified email (PEC), with the signed form and copies of your documents attached. Procedures can differ from one office to another. Always check the contact details of the competent office before you send anything.

What if you enter Italy on a work or family visa?

Here the Prefecture’s One-Stop Immigration Office (Sportello Unico) usually takes care of it. Under the Decreto Flussi quota system, the worker gets a temporary numeric tax code. The employer can see it on the One-Stop Office portal and use it to hire.

The temporary code becomes a permanent alphanumeric one during the residence permit procedure. If this is your situation, read our guide to the residence permit for employment in Italy. For the full picture, see our Decreto Flussi 2026 guide (in Italian) (in Italian).

What if you have applied for international protection?

For asylum seekers, the police headquarters (Questura) requests the code when it registers the application. Since November 2017 an alphanumeric code has been assigned and printed on the receipt. If you still hold an old numeric code, ask the Revenue Agency to convert it.

How can you apply for a tax code from abroad?

If you are not in Italy yet, contact the Italian consulate or embassy in your country of residence. You will normally need the AA4/8 form, an ID document and a short explanation of why you need the code. Some consulates accept email requests, others require an appointment.

You can also authorise a trusted person in Italy to apply for you. They go to the Revenue Agency with your signed authorisation and copies of your documents. If you sign the authorisation abroad, it may need legalisation or an apostille (in Italian).

If you are coming on a long-stay visa, you often do not need to do anything before leaving. The code is assigned during your first procedures in Italy.

Requesting it in advance only makes sense if you need it straight away, for example to sign a lease remotely. The same applies if you are coming on a study visa and residence permit.

Which documents do you need and how much does it cost?

The basic paperwork is short. Always bring originals and copies of:

the completed and signed AA4/8 form;

a valid passport or other recognised ID;

if you are already in Italy, your visa, residence permit or the permit application receipt;

if someone applies for you, the signed authorisation and their own ID.

The service is free at the Revenue Agency, at consulates and at other public offices. Be wary of anyone who asks for money to “issue” your code. You may pay an adviser for assistance, never for the code itself.

Timing varies. At the counter the certificate is often immediate. Through a consulate or by email it can take a few days or a few weeks.

What are the most common tax code mistakes?

Tax code errors look minor, but they can block contracts, salaries and permit applications. These are the cases we see most often:

two different codes for the same person, caused by errors in the name or date of birth;

a temporary numeric code that was never converted into the permanent one;

different personal data on your passport, residence permit and tax code;

a code “calculated” on a website but never registered with the Revenue Agency;

double surnames or names transliterated differently across documents.

A code generated online has no legal value until it is registered in the tax register. If you find an error, ask the Revenue Agency to correct it using the AA4/8 form. Fix your data before your permit renewal, not after.

Does your tax code change when you renew your permit or register as a resident?

No. The code stays the same when you change permit, address or job. It only changes if your personal data were wrong and get corrected.

When you register with the health service you receive a health card, the tessera sanitaria. That card also works as your tax code card. If you later take up official residence in Italy (in Italian), the town hall will use the code you already have.

Why work with an immigration specialist?

The tax code is the first building block of every procedure in Italy. An early mistake gets copied into your employment contract, your health registration and even your citizenship application. Fixing it later takes time and several offices.

For administrative and document assistance, send a request through the contact page. Legal advice, appeals and representation must be handled by a qualified professional.

Frequently asked questions

Do I need a residence permit to get a codice fiscale?

For a first request, the Agenzia delle Entrate currently asks applicants to book an in-person appointment so identity can be verified; specific routes may apply to people abroad or through the Immigration Desk/Questura. Check the official guide.

How much does the Italian tax code cost?

A tax code is often requested by banks, employers and landlords, but it does not guarantee that an account or contract will be approved. Each institution applies its own checks.

Is a tax code calculated online valid?

Required documents depend on nationality, status and application route. Follow the Agenzia delle Entrate checklist and do not send personal documents to unofficial addresses.

What happens to the temporary code issued under the Decreto Flussi?

The temporary numeric code is used for hiring. It becomes a permanent alphanumeric code during the residence permit procedure. If it stays numeric, ask the Revenue Agency to convert it.

Does my tax code change if I become an Italian citizen?

As a rule, no. The tax code stays the same for life and only changes if your personal data were wrong and get corrected.

Official sources

Agenzia delle Entrate — tax code for foreign citizens

Sources checked on 27 September 2026.
